L1 Referee Course Information

On Sunday August 27, 2006 the Florida Rugby Referees Association will be holding a Level One Referee Course. The course will be held at the Senate Chambers, Florida Atlantic University (FAU) Boca Raton, FL.

The course is open to everyone. I would be especially pleased to have as many player & coaches attend just for the information aspect. They do not need to qualify as referees & as such they will not be required to pay the course fees.

If you wish to attend please email me, Gerry, so I can get an idea of the number of student packages I will need.

Cost:
1) Course fee is $100.00
2) Students must be CIPP compliant for current year
3) To become certified as a referee, students must pay Referees and Laws Committee dues of $25.00 (Note: Based upon the action at the R&L AGM July 28 and 29 in Columbus, OH, this probably will no longer be a requirement in the future)

At the L1 Referee clinic you will receive a law book and course materials. After the clinic concludes, you must complete and pass a take home exam. Before the exam will be marked, you must have paid CIPP and Referees and Laws Committee dues online at https://register.usarugby.org. Once you pass the exam, you will receive a whistle and red/yellow cards to help you start assembling your kit.

The Level 1 Referee Course is the basic course. It covers the referee's priorities, provides an introduction to the Laws, and examines scrums, ruck/mauls, tackles, lineouts, offside, and advantage with focus on the critical parts and how to referee them. When a student has completed this course, and the accompanying test, they are ready to begin refereeing safely. However, this is just the first step in a referee's education, but it is the necessary beginning. The course by itself is useful for coaches and players, in addition to the primary goal of starting people as referees.

The course does not go through the Laws page by page. That is left for the student to accomplish with the take-home test. The test is required for those who wish to become certified. The test contains 100 questions, 15 of which are designated as "safety related". To pass the student must get all of the "safety" questions correct and an overall score of 95. The test must be submitted to the National Office for grading within 90 days of taking the course. Students that do not pass will be given opportunities to retest. The objective is to ensure Law knowledge, not to weed people out.

FAU is on Glades Road, just East of I95, in Boca Raton. For more specific directions, I suggest you use an internet mapping program such as Mapquest.

Finals of the Men's Florida Cup will be held this Saturday December 3rd at 12 noon in Kissimmee. Daytona will be playing Tampa Krewe.

This will be part of a great weekend of rugby. The National Allstar Championship (formally the ITT's) will also be held this weekend starting Friday. I encourage all Florida Ruggers to try and make it out and see some of the finest Rugby Players in the nation compete.

Saturday will also be the Florida Old Boys Championship. There is plenty of rugby for everyone this weekend. Below is directions and Hotel information. I hope to see you all there!

The Florida U-23 Women's All-Star Program posted two wins over Mid- South and North Carolina's All-Star Teams to take home the USA Rugby South U-23 Women's Championship for the second year in a row.

Players traveled from as far south as Miami and as far west as Tallahassee to compete for the FRU in Gainesville this past Saturday.
The event was hosted at the University of Florida and included the Collegiate Men's All-Star Championship and South Men's All-Star Camp.
The Florida U-23 Team was coached by Les Davidson, managed by Kerri O'Malley and Keia Hughes, and this year's captains were Nicole Belkin, UF, and Jess Dowling, UCF.

National All Star Championships on December 3rd and 4th

I am pleased to announce that we will be hosting 2 teams at the National All Star Championships on December 3rd and 4th in Kissimmee.  The Potomac Rugby Union Under 19 All Stars and the Berry All Cardinals from North Carolina.  We will play 2 games on Saturday and 1 game on Sunday.

We will choose a top 25 team for this event and we will also field a development squad.

Two Florida U-23 Women's Players were named as All-Americans this year.

Below you will find the press release from USARugby, congratulations to Nicole Belkin, UF Scrumhalf, who was named as First Team All-American, and to Katie Delcontivo, FSU Hooker and #8, who was named Second Team All-American.

USA Rugby is pleased to announce the women’s collegiate All-Americans for the 2004-2005 academic year. This is the eleventh year for the All-American program.

Players are selected based on their performance from the entire collegiate season. Many of the players have repeated as All-Americans, and others have demonstrated their abilities with their territory’s Under 23 team.

There are nearly 10,000 women playing college rugby in 2004-2005 and this number has been increasing yearly, so selection has become more and more difficult. The Committee, consisting of Alan Osur, Chair, Darlene Connors, Steve Murra, Nancy Kechner, Ellen Owens, and John Seggar, represents a cross-section of rugby coaches and administrators. They received input from other coaches and administrators from across the nation and spent many weeks analyzing player performances. “This year we received more nominations from coaches than in the past,” explained Alan Osur. “Selection has involved an increased level of discussion.”

The women’s All-American program was started by the Collegiate Committee in 1995 and has grown over the years as the number and quality of the players and teams have improved. Back in 1995 there were 167 collegiate teams, while this year over 300 collegiate teams are in competition. From 1995 through 1998, there were only first team selections for All-American, but starting in 1999, both first and second team players have been selected.

Selected this year are 29 First Team and 32 Second Team All-Americans and the players represent 31 individual colleges. Those selected will receive a letter and a certificate from USA Rugby. Their respective school’s club sports director will also receive a letter and certificate of recognition.
