			<content:encoded><![CDATA[<p>The 2010 Collegiate Men’s Florida Cup has been finalized.   There two divisions of 5 teams.  Each team plays a total of 4 games in league play.  The top two teams in each bracket will square off in Gainesville, Fl on Nov 20 for the Florida Cup Championship.</p>
<p> Each team is encouraged to play A and B games.  If you cannot field a B team, the opposing team must be notified at least two weeks ahead to allow time to adjust the schedule. </p>
<p> All Florida day will be held at Hickory Point Park in Tavares, Fl Oct 16, 2010.  The Florida All Star camp will be held on Sunday Oct 17, 2010.  Please let me know if you want a B game at All Florida Day.  So far the only B team requests are; UF, FSU and USF.</p>
<p>Date, times and locations of any games may be changed with the agreement in writing by both teams and after notifying Gerry Fitzgerald <a href="mailto:RugbyReffl@aol.com">RugbyReffl@aol.com</a>  and Ken Simmons <a href="mailto:nrfcken@cox.net">nrfcken@cox.net</a>.</p>
<p>As you can see, there are several open weekends to allow scheduling of friendly matches.  Please notify Gerry and myself of any additional games in order to ensure you have referees.</p>

<p>RE: Men’s College Division I Playoff Qualification Changes</p>

<p>With the impending move of more than 30 teams to the new College Premier Competition in the spring of 2011, USA Rugby will be making changes to the qualification process for the Men’s College Division I playoffs for the 2010-2011 season.</p>
<p>This playoff plan is the first step in a larger administrative and competitive restructuring of the college game and will become the qualification model for Division I and II playoffs for both men and women beginning with the 2011-2012 season.</p>
<p>Starting this season we will no longer qualify postseason participants in Men’s College Division I based on a predetermined number of slots per Territorial Union. Instead, teams will now qualify out of USA Rugby-recognized conferences with the winner of each conference earning an automatic qualifying (AQ) spot in the postseason.</p>
<p>In most instances these recognized conferences are already in existence within the current TU/LAU structure. Cross-TU conferences are also eligible for an AQ playoff spots. To be eligible for an AQ playoff spot in 2011, a conference must:</p>
<p>1. Have at least four Division I playoff-eligible members.</p>
<p>2. Each member must play no fewer than six conference games.</p>
<p>3. Conference membership must be established with USA Rugby no later than Sept. 1, 2010.</p>
<p>4. Each conference must designate a director who will serve as the primary point of communication between USA Rugby and the conference.</p>
<p>Minimum membership and scheduling requirements for AQ status will be re-evaluated following each season and will increase as Division I membership numbers rise. The size of the playoff field could also increase in the future.</p>
<p>Based on known Division I membership as of July 1, USA Rugby has identified 12 conferences that would already meet the new AQ standard for 2011. Those conferences are listed below:</p>

<div>Here is a brief summary of what is going on in the restructuring of collegiate rugby.  The creation of the Men&#8217;s Division I Premier Competition has caused a majopr shift in the college rugby landscape.  It has necessitated the restructuring of the levels below the Premier competition, and it is serving as a catalyst for a restructuring of the entire collegiate game, both for men and women.</div>
<div> </div>
<div>We are moving the colleges out from the LAU/TU structure and into a conference-based system to come more in line with mainstream collegiate athletics.  Beginning in the 2010-2011 competition cycle, men&#8217;s D1 (non-premier) teams will play in recognized conferences, with the winner of each conference advancing to the USAR national playoffs.  (in most instances, these conferences will be very similar to the LAU or TU leagues that were currently in existence).  For the first year, to be a recognized conference there will need to be at least 4 teams.  The requirements for a conference will change in subsequent years, with the ultimate goal being 10 or so D1 conferences of 8-12 teams by 2015.  Beginning in 2011-2012, we will start implementing the same change for D2 teams.  All of this will be outlined in a comprehensive document that we will distribute to everyone in the next couple weeks.</div>
<div> </div>
<div>An couple additional items to note: beginning in 2012-2013 (date not set in stone, but this is what we are currently looking at), all universities/colleges that have an FBS (Div 1-A) football team will have to have a D1 rugby team if that school wants to compete for a USAR championship.  Teams that fit this bill can still play in lower division competitions if they want, but they will not be eligible for national playoffs.  Also, rugby teams from schools that do not have a D1-A football team can always play in D1 if they so desire, but will not be forced to play in D1.</div>
<div> </div>
<div>Also, the USAR national playoffs will be moved back into May.  This will take effect for the new D1 structure as of 2010-2011, while the D2 structure will remain the same for this next year.  As we move forward, the goal will be to move the D2 playoffs into May as well.</div>
<div> </div>
<div>On the women&#8217;s side, we are also looking to move out of the TU/LAU system and into a conference based-system.  The college committee is still looking at how to best implement the change on the women&#8217;s side.</div>

<p>I apologize for the late notice, but things are just now being sorted out for the upcoming National Collegiate Competitive season.  First and foremost, please be aware that the National Championships will most likely move into late May.  Although this potentially results in rugby after school is out for some, it does allow several extra weekends for league play.  Additionally, the only long distance travel required (Air Travel) to win the national championship will be to attend the Final Four.  Proposed League formats are shown below:</p>

<p><strong>Collegiate Premier League (CPL) </strong></p>
<p>By July 9, the teams will be finalized for the (CPL).  The league will consist of 32 teams with 8 teams in each of four regions.  The University of Florida And Florida State both considered entering the league, but chose not to for various reasons.  Although not finalized, it appears the South Region will consist of Tennessee, Life, Arkansas State, LSU, Texas A&amp;M, Oklahoma, and two others.  As you can see, extensive travel will be required. </p>
<p><br class="spacer_" /></p>
<p><strong>Division 1</strong></p>
<p>Although the CPL did decimate D1 leagues throughout the country, it was not as devastating for the South.  We did lose Tennessee and Arkansas State, but it appears Kennesaw State will move up to D1.  As it stands now, the South D1 teams will consist of Florida State, Florida, Georgia, South Carolina and Kennesaw State.  The plan is to play a home and home schedule with each team in the South. </p>
<p>The winner of the South League will play winner of the Atlantic Conference League (ACL) to decide who moves on. </p>
<p><br class="spacer_" /></p>
<p><strong>Division 2</strong></p>
<p>Florida Division 2 will consist of USF, UNF, UCF, Eckerd College, FAU, UM. I do need to know if FIU and Ave Maria want to move into D2.  Essentially, there will be no D3 in Florida unless we can get at least 4 teams to form a league.  The current plan is to have each team play all teams in the spring season to cut down on the eligibility paperwork hassle.  I’m assuming the format for moving on to the championships will remain the same as past years.</p>

<p><strong>Florida</strong><strong> Cup</strong></p>
<p>This year proves to be a challenge for the Florida Cup.  I am proposing two brackets of 5 teams playing 4 games each.  The top two in each bracket will compete for the Cup Championship the weekend of November 20.  3<sup>rd</sup> and 4<sup>th</sup> of each will compete for the Plate.  The bottom two will compete for the Bowl.  I will have the first draft of the schedule out by July 6.  Please let me know ASAP if you will consistently field two teams.  The goal is to ensure that all teams that have two teams will play two games each weekend.</p>

<p><strong>All Florida Day October 16, 2010.</strong></p>
<p>The date is October 16 at Hickory Point Park in Tavares, Fl.  All teams will be scheduled that to play that day.  Let me know if you will have two teams.</p>
<p>The FRU Collegiate tryouts will be held on Sunday Oct 17.</p>

<p>October 16, 2010 is All Florida Day at Hickory Point Park in Tavares, Fl.</p>
<p><strong>Men’s Clubs:</strong></p>
<p>This year, the All Florida Day will be an old fashioned Florida Cup as it was in the 70’s and early 80’s.  Format will be finalized within the next two weeks.  Plan on 2 games on Saturday and one on Sunday.   There will be two divisions. I need to know if you plan to enter two teams.  Please contact me at <a href="mailto:nrfcken@cox.net">nrfcken@cox.net</a>.</p>
<p>This tournament will replace the format of the Florida Cup we have had for the past few years.  It’s up to the individual teams to schedule whatever tune-up matches you need.  If you need help scheduling matches, let me know.</p>

<p><strong>Men’s Collegiate Clubs:</strong></p>
<p>There will be one game scheduled for each collegiate team on Saturday October 16. All Star tryouts will be held on Sunday.  Please contact me at <a href="mailto:nrfcken@cox.net">nrfcken@cox.net</a> if you are bringing 2 teams.</p>
<p>Florida Cup format is being developed for the upcoming season.  Please let me know what games you have scheduled to date and what weekends are not available for your club.  I will follow-up with more details within a few days.</p>

<p>BOULDER, Colo. – USA Rugby’s All-American Program has recently announced the launch of its 2010 fundraising drive for its 12-day tour to London in August.</p>
<p><br class="spacer_" /></p>
<p>The All-American Program’s purpose is to not only identify and reward the best collegiate players in the country, but to also further develop their talents by challenging them with international competition against some of the best aspiring elite players in the world.</p>
<p><br class="spacer_" /></p>
<p>This year’s tour will include three matches in London against a combination of National League and Premiership Development/Academy Sides with Saracens Academy being one of the anticipated marquee opponents.</p>
<p><br class="spacer_" /></p>
<p>In addition to the opportunity to develop as players, the tour also hopes to develop relationships with oversees teams, such as the Saracens, who are interested in the best up and coming American talent, and for those players to show what they can do on the rugby field.</p>
<p>The All-American selection in itself is a tremendous honor to Americas best collegiate rugby talent and has long been a precursor to international honors, with many All-Americans graduating to the USA National Team.</p>

<p>As All-American head coach Alex Magleby notes, this will be a great opportunity to take the next generation of Eagles on a challenging tour to a home nation to test and develop them as players.</p>

<p>&#8220;As in year’s past, we will endeavor to expose our best collegiate players to the pressures of international competition,” Magleby said. “One of the All-American program&#8217;s KPIs is to not only find future Eagles in each year&#8217;s group, but to help accelerate their development from collegiate rugby-athlete to senior Eagle. Playing against professional academies in the UK offers that opportunity.” <br />
