Re: 2010-2011 USA Rugby Competition & Game Results
Date: December 6, 2010
This set of game day rules will apply to all Division II and Division III Men’s competition. There are requirements set forth in the USAR South Handbook which should be followed at all times. As to make all of our responsibilities a little easier I have adopted the following game day procedures to avoid cumbersome faxing and emailing. The referee’s society retains and stores every game-score that is assigned to a referee. All of these scores will be sent to the USAR South webmaster so he/she can update their site. Please carefully read the following procedures – they will save all of us time and trouble.
Before the Kick-off each captain must have in-hand a USA Rugby CIPP Roster of players on his club and, a Game Day Roster of players actually playing in the game. Additionally, each captain should have available any form of identification asked for by his or her opponent regarding his playing squad and the reserves.
Each captain is to verify and sign the Game Day Roster certifying that he or she has actually checked the CIPP Roster with the Game Day Roster to insure that all participating players are in fact CIPP insured and possess proper insurance.
At the conclusion of a game the losing captain is to deliver to the winning captain his team’s CIPP Roster AND the Game Day Roster. The winning captain will be responsible to retain the game documents in the event there is a dispute lodged against his club after the game has been played.
IF THERE IS A DISPUTE before during or immediately after a game, the captain of THE TEAM DISPUTING the game that was played, is to obtain the USA Rugby CIPP Roster and the Game Day Roster from the alleged offending team along with any narrative of explanation, and immediately fax to my office for investigation.
Within 3-5 days after receipt of the prima fascia evidence, I will render a decision whether or not the game stands, whether there will be a reversal of results or/and whether or not there will be any disciplinary actions taken against the captains, his players, administrators or his coach.
Games that are played without protest, where later it is discovered that there were improprieties, the offending club will be officially disqualified from the USA RUGBY National Competition.
** Notice to all and please note that all forms need to be COMPLETELY filled out by the referee AND captains.
Should you have any questions regarding these or any other interpretations of rules, please call me directly.
