REFEREE APPOINTMENTS TO SEPT 11
Clubs should be aware of the new regulations concerning field facilities, especially related to ropes and crowd restraints.
This is now USA Rugby South Territory policy.
Referees are instructed to not allow a game to take place unless all non-match officials and medical personnel/water carriers (and that includes coaches and assistant coaches) are clear of the technical zones. If clubs wish to establish a technical zone (demarcated by restraints/ropes) and then a players/coaches area/zone in front of the spectator restraints/ropes that is fine.
If the field is not suitably prepared then referees should note this on the match report and advise the appropriate people.
